What is a Level 2 Home Care Package?
With a Level 2 Home Care Package (HCP), you’ll receive low to moderate support with day-to-day tasks, helping you to live safely in your own home. Your package includes funding for a choice of care options, from help around the house to services for your health and wellbeing, all intended to support your independence and enhance your quality of life.
The HCP Level 2 is the step up from the entry-level Commonwealth Home Support Program (CHSP), with more intensive support, including nursing care, allied health services and assistive technology. Home Care Packages give you the flexibility to choose who provides your care and shape support around your personal needs.

How much is a Level 2 Home Care Package?
With a Home Care Package Level 2, your funding increases as your support needs change, ensuring you have access to the services that work best for you. You can find out how much funding you’ll receive by completing an ACAT/ACAS assessment (Aged Care Assessment Team/Service), organised through My Aged Care.
Once approved, My Aged Care will confirm your Home Care Package Level 2 funding. The actual cost depends on your chosen provider and whether you’re asked to pay an income-tested care fee (set by Services Australia). This is also known as a Participant Contribution Fee. We’ll also explain throughout this guide how your funding works and how it can be used.
What is included in a Level 2 Home Care Package?
A Level 2 Home Care Package provides you with the reassurance that trusted support is always there to help you stay safe and comfortable at home. Depending on your circumstances, your package may include:
- Social outings for seniors
- Aged care transport services
- Domestic assistance
- Personal care
- Nursing
- Meals and shopping assistance for seniors
- Allied health
What can I spend my Level 2 Home Care Package on?
Home Care Package Level 2 funding can be used for a wide range of care and assistance, depending on what you need.
Allowable costs include:
Assistance with showering, dressing, grooming and daily routines
Clinical support such as medication management and wound care
Access to physiotherapy, occupational therapy, podiatry and more
Support with cleaning and laundry
Helping you get to appointments, shopping trips and social events
Keeping you connected through activities, outings and companionship
Meals and nutrition support, helping with groceries, meal planning and preparation
Home maintenance, minor modifications and mobility equipment
Ongoing care management and package administration
Excluded costs include:
Everyday bills like rent, mortgage or utilities
Food and groceries (unless part of a prepared meals service)
Travel and holidays
Items already covered by Medicare or the PBS
Home modifications or renovations that go beyond safety and accessibility needs
We focus your package funding on areas that directly support your health, safety and independence, leaving you responsible for non-care-related expenses. Our packages come with no set-up fees.
How do I qualify for a Level 2 Home Care Package?
To qualify for a HCP Level 2, you need to:
Be over 65 (or over 50 for Aboriginal or Torres Strait Islander people)
Have low to moderate care needs that go beyond basic support
Complete an ACAT/ACAS assessment (Aged Care Assessment Team/Service) arranged through My Aged Care
Receive approval confirming your eligibility and package level
Once approved, you’ll be placed in the national queue. When your package is ready, you can select Holdsworth to set up and manage your care.
How do I apply for a Home Care Package Level 2?
Applying for a Home Care Package may feel overwhelming at first, but the process is straightforward, and you don’t have to go through it alone. Here’s how it works:
- Start with My Aged Care – Call 1800 200 422 or apply online through My Aged Care to begin your application.
- Have an ACAT/ACAS assessment – An assessor will contact you at the phone number you provided to arrange a convenient time for your assessment. You’ll have the opportunity to talk about your health, lifestyle and any support you may need.
- Receive your approval – You’ll be told which Home Care Package Level (1–4) you’re eligible for.
- Wait for your package – Once approved, you’ll be placed in the national queue until your package is assigned.
- Choose your provider – When your package is ready, you can select a trusted provider like Holdsworth to manage your care and services.

What fees are associated with a HCP Level 2?
The government funds each Home Care Package, but you may be asked to contribute. Common fees include:
- Basic daily fee – set by the government (Holdsworth does not charge this)
- Income-tested care fee – an additional contribution that some people may be asked to pay, based on an assessment by Services Australia
- Care and package management fees – at Holdsworth, these are simple and transparent, with clear information provided upfront for both care and package management. From 1 November 2025, a standard 10% fee will apply across all providers, in line with government requirements.
The actual cost to you depends on your circumstances and the provider you choose. With Holdsworth, you’ll always know exactly what you’re paying for, and you’ll get the most value out of your package funding.

How will upcoming reforms (Support At Home) affect my current or future package?
From 1 November 2025, the Australian Government will introduce the Support At Home program. It will replace Home Care Packages and other aged care programs. These reforms aim to make services simpler, more flexible and easier to access.
If you already have a Home Care Package, your support will continue, and when the new program begins, your services will transition to Support at Home.

How to change providers for your Level 2 Home Care Package
if you’re thinking about changing providers for your Level 2 Home Care Package, you’re not alone. Many people explore their options to find care that better suits their needs, values, or circumstances. The good news is that the process is straightforward, and you are fully supported along the way.
Steps to switch providers:
- Review your current agreement – Check your notice period and other stipulations that may apply.
- Choose your new provider – Research and compare providers to find one that aligns with your preferences and care goals.
- Discuss care plan – Once you have chosen a new provider, work with them to create a schedule so they can ensure there is no gap in services.
- Provide notice – Let your current provider know that you’ll be changing services.
- Sign a new agreement – Your package funding will transfer to your new provider, usually on the start date you’ve chosen.
