Classification 7 Support at Home

Effective 1 November 2025, Support at Home Classification 7 provides higher-level care for people with complex or multiple needs, combining clinical support, daily living assistance and community connection. Funded by the Australian Government, it offers greater flexibility and coordination than lower classifications, helping you live safely, independently and confidently at home.

What is Support at Home Classification 7?

Support at Home Classification 7 is the second-highest classification under the Support at Home program, designed for those who require regular clinical input, daily personal care and ongoing help with mobility, health or cognitive changes.

This classification broadly corresponds to the higher end of the former Home Care Packages (HCP) Levels 3–4. Unlike the previous four-tiered system, the Support at Home program now uses eight classifications under the government’s Single Assessment System.

Your classification and budget are determined by the government, not by care providers like Holdsworth. Based on your independent assessment, you’ll receive an individual budget assigned to your classification, reflecting your assessed care needs under the new Support at Home structure. 

Within that budget, you can choose from three categories of support: clinical care, independence supports, and everyday living services.

Quarterly budget

Funding is provided quarterly to give you flexibility and easier tracking of your spending. You can carry over up to 10% or $1,000, whichever is higher, into the next quarter.

Most people pay an income-based contribution toward the cost of their care. The government sets this amount after an income assessment to make sure funding is fair and that those with higher incomes pay a little more for their services.

Annual budget

Your annual budget is the total of your four quarterly allocations. Your allocation is designed to cover higher levels of support, often including both daily living assistance and clinical care. If your needs change, your classification and budget can be reviewed through a reassessment with My Aged Care.

Your support plan can include a mix of services across the three main categories of clinical care, independence supports and everyday living. What you receive will depend on your individual assessment and goals.

Clinical care:

These are professional health services delivered in your home, helping you manage medical needs without unnecessary hospital visits. They focus on treatment, recovery and ongoing wellbeing.

  • Nursing and wound care
  • Allied health (physiotherapy, podiatry, occupational therapy, dietetics)
  • Medication management
  • Monitoring chronic conditions

Independence supports:

Practical assistance that makes daily living safer, giving you confidence at home and ensuring your environment works for you.

Everyday living:
Services that go beyond the basics, helping you maintain comfort, social connection and quality of life. These supports can ease the load on carers and ensure you stay part of your community.

Your assessment and care plan will guide the specific services you receive, ensuring your support aligns with your lifestyle and goals.

You can use your Classification 7 Support at Home budget to fund services, equipment and supports that directly meet your assessed care needs and goals. These must be reasonable, necessary and approved according to government guidelines.

Your budget cannot cover:

  • General living expenses like rent, groceries, utilities or insurance
  • Items not related to ageing or functional needs
  • Cosmetic or entertainment costs
  • Holidays or travel
  • Services already funded by Medicare or the Commonwealth Home Support Program (CHSP)

To access Support at Home Classification 7 services, you must:

  • Be aged 65 or over (50 or over for Aboriginal and Torres Strait Islander people)
  • Be an Australian citizen or permanent resident
  • Have been assessed through the government’s Single Assessment System
  • Have needs that require higher levels of in-home care or ongoing clinical support

Getting started with Support at Home is simple, and you don’t have to navigate it alone. Here are the key steps:

  1. Contact My Aged Care at myagedcare.gov.au or call 1800 200 422 to request an assessment.
  2. Have your assessment with a trained assessor, who will determine your classification.
  3. Choose your provider. Holdsworth will help you set up your classification, design your care plan and connect you with the right services.

The government covers a significant share of your Support at Home costs, so you’ll only contribute where required. Your contribution will depend on your income and individual circumstances and may include:

  • A basic daily fee (if applicable)
  • An income-tested fee, determined by Services Australia
  • Agreed extras if you choose additional services

Your contribution also depends on the type of service you receive:

  • Clinical care: Fully funded by the government
  • Independence supports: You may contribute up to 50% of the cost
  • Everyday living services: You may contribute up to 80% of the cost

Holdsworth provides clear, transparent pricing and can help you understand how your contribution works before you start any services. From 1 July 2026, national price caps will apply to ensure fairness and consistency across providers.

There are eight classifications under the Support at Home program, each reflecting different care needs:

  • Classifications 1–2: light support, with occasional help for simple daily tasks and staying socially connected
  • Classifications 3–4: moderate support, offering regular assistance with personal care, domestic tasks and community access
  • Classification 5: mid-upper support, providing a balanced mix of health care, home help and social connection
  • Classifications 6–7: higher support, with frequent or intensive services that often include ongoing clinical care
  • Classification 8: very high or complex support, delivering comprehensive, tailored assistance for people with advanced needs

If you were receiving a Home Care Package , you were automatically transitioned to the Support at Home program. Your funding and services remain comparable, only the structure and terminology have changed.
