What is a Home Care Package Level 3?

Home Care Package Level 3 provides government funding for people with moderate care needs. With extra funding compared to Levels 1 and 2, it helps cover everyday needs like personal care, domestic support, meals and transport. 

If your assessment determines you need occasional or lower-intensity support, you may be approved for a Home Care Package at Level 1 or 2, or receive support through the Commonwealth Home Support Program (CHSP).

Everything you need to know

The Level 3 Home Care Package funding is set by the Australian Government and reviewed each year. You can view the latest rates here. Depending on your income, you may also contribute a basic daily fee or an income tested fee set by Services Australia.

Home Care Package Level 3 services help older adults live safely and independently at home. They provide a mix of personal care, health support and social connection. Depending on your needs, it may include:

  • Social Support for Seniors – opportunities to join groups, outings and activities that keep you connected
  • Transportation Services for Seniors – help getting to appointments, shopping and community events
  • Domestic Assistance – support with cleaning, laundry and general household tasks
  • Personal Care – assistance with bathing, dressing and grooming
  • Nursing – health monitoring, medication support and clinical care at home
  • Senior Meal Delivery – grocery support, meal preparation and senior meal delivery
  • Allied Health – physiotherapy, podiatry, occupational therapy and other therapies

You can use funds for approved supports linked to your care plan, such as home care, meals, transport and equipment. Excluded costs include household bills, holidays, entertainment and beauty services.

You may be eligible for a Level 3 Home Care Package if you:

  • Are 65 or older (50+ for Aboriginal or Torres Strait Islander people)
  • Have been assessed as needing moderate support by an Aged Care Assessment Team (ACAT)
  • Prefer to remain at home rather than enter residential care

Applying may seem overwhelming at first, but the steps are straightforward, and you don’t have to manage it alone. Here’s what to expect:

  1. Contact My Aged Care to arrange an assessment.
  2. Receive approval and your place in the National Priority System.
  3. Choose Holdsworth as your provider and work with us to design a tailored care plan.

Along with government funding, there are some fees that may apply to your package. These can include:

  • Care management fee – ongoing planning and coordination
  • Package management fee – administration and compliance
  • Income tested fee – set by Services Australia if applicable
  • Out-of-pocket costs – only if package funds don’t cover all services

Your Holdsworth coordinator will explain how your Level 3 Home Care Package funding is allocated and help you make the most of your budget.

Home Care Packages are available in four levels, each designed to match different levels of support:

  • Level 1 – entry-level care, offering a small amount of support for basic everyday tasks
  • Level 2 – low care needs, providing regular help at home with a few essential services
  • Level 3 – moderate care needs, giving more frequent support for daily living and health needs
  • Level 4 – high care needs, delivering intensive assistance for people who require complex or ongoing support

From November 2025, the Australian Government will introduce the Support at Home program, which will replace Home Care Packages and other aged care programs. The aim is to make services simpler and more flexible.

If you already receive a Home Care Package, your care will continue. When the new program begins, your services will transition smoothly across to Support at Home.
