Classification 6 Support at Home

Funded by the Australian Government, the Support at Home program begins on 1 November 2025, replacing Home Care Packages (HCP). Support at Home Classification 6 offers coordinated, higher-level support with health, mobility and everyday living. This helps older adults stay safe, active and independent at home, with confidence and peace of mind.

What is Support at Home Classification 6?

Classification 6 Support at Home is for older adults with more complex care needs who rely on regular, reliable support to continue living safely at home.

Your needs are assessed independently by the government through the Single Assessment System (previously known as ACAT or RAS). Based on that assessment, you receive an individual budget linked to your classification, rather than a package level like HCP 1–4.

This classification broadly aligns with the higher Home Care Packages that were in place before 1 November 2025, now offered through a simpler and more flexible funding model under the Support at Home program.

Everything you need to know

Quarterly budget

In the Support at Home program, budgets are set each quarter rather than by a fixed level. This structure gives people more control and transparency over how their funds are used. Any unspent funds can roll over, up to $1,000 or 10% of the quarterly amount, whichever is higher, into the next period.

Annual budget

Government funding for Classification 6 is designed to meet higher-level care needs. Your annual budget includes care management and is distributed across quarterly payments, giving you clear oversight of your available funds throughout the year.

Under Classification 6 Support at Home, you can use your funding across three main service categories. The mix of support depends on your individual goals, assessment and personal preferences.

Clinical care:

These services provide the clinical care and guidance you need to manage your health safely at home. They include professional monitoring, treatment and coordination with your healthcare team to support your wellbeing.

  • Nursing care and medication assistance
  • Allied Health services such as physiotherapy, podiatry, occupational therapy and dietetics

Independence supports:

These supports help you stay confident and capable in your daily routine. They focus on safety, mobility and the practical help you need to keep doing the things you enjoy.

Everyday living:

Beyond essential services, we offer support to help you maintain comfort, social connections and a high quality of life. These services aim to lighten the load for family carers and ensure your continued engagement within your community.

Holdsworth works with you to find the right combination of services so your plan supports both your independence and quality of life.

Your Classification 6 entitlements can be used for approved supports in your care plan, such as health services, personal care, transport and social programs. It cannot be used for daily expenses like rent, groceries, utility bills or entertainment, or for items already funded through Medicare or other government programs.

Holdsworth helps you make the most of your Classification 6 Support at Home funding.

The Australian Government funds most of your support, but you may need to contribute toward some costs. This can include:

  • A basic daily fee (if applicable)
  • An income-tested fee (depending on your circumstances)
  • Care management and package management fees
  • Agreed extras if you choose additional services

From 1 July 2026, national price caps will apply to ensure fairness, transparency and consistency across all providers.

Holdsworth will always explain any costs clearly before you begin services and provide detailed monthly statements so you know exactly how your Support at Home Classification 6 funding is used.

The Support at Home program includes eight classifications that reflect different levels of care needs. Each classification helps older adults access the right support to live safely and independently at home.

  • Classifications 1–2: Low-level support for people needing occasional or short-term assistance.
  • Classifications 3–4: Moderate support for everyday tasks, health needs and community participation.
  • Classifications 5–6: Higher-level support for people with more complex care needs.
  • Classifications 7–8: Intensive or specialised support for people with advanced or ongoing care requirements.

From 1 November 2025, the Home Care Package (HCP) program was replaced by Support at Home. If you were receiving a Home Care Package, your support automatically transitioned to an equivalent classification under the new system.

You did not lose any services or funding. Your care has continued, just delivered through a new model that uses quarterly budgets and clearer service categories.

Your classification was determined based on your previous Home Care Package level, and Holdsworth has guided you through the transition. Our team has helped you understand your new funding, explained any changes and ensured your services continue smoothly.
