Understanding the new Support at Home program
The Australian Government has introduced the Support at Home program to make aged care simpler and fairer for older people living at home. It brought together the Home Care Package and Commonwealth Home Support Program (CHSP) into one clear system.
Instead of fixed package levels, each person now receives an individual classification and budget based on their needs. This makes it easier to choose the right mix of supports to stay independent, connected and safe at home.

What it replaces and why it matters
Previously, people received support through two separate programs: Home Care Packages and the Commonwealth Home Support Program (CHSP). Each had different funding rules and eligibility pathways.
In November 2025, the Home Care Package (HCP) program transitioned into the new Support at Home model, creating a simpler process, fairer funding and more flexibility for older Australians, carers and providers.The Commonwealth Home Support Program (CHSP) will transition to Support at Home no later than 1 July 2027.
Who qualifies and how classification works
Eligibility for Support at Home is determined through the government’s Single Assessment System (previously ACAT or RAS). This independent process looks at your care needs, daily routines, living situation and goals.
Based on your assessment, the government assigns an individual classification and budget, not a “package level”, which determines how much funding you receive.

The 8 Support at Home classification levels explained
There are 8 levels in Support at Home classifications, each reflecting different care needs and support types. These Support at Home funding levels help ensure people receive the right care at the right time, whether that’s light assistance or daily clinical support.
Classification 1 – Minimal support for independent living
For people who live mostly independently but need help with a few tasks.
Examples: occasional cleaning, simple meal preparation, short transport trips
Classification 2 – Light personal & social support
Provides low-intensity help for day-to-day routines and social connection.
Examples: help with showering, shopping or joining community groups.
Classification 3 – Moderate assistance with daily living
Supports people who need more regular help around the home.
Examples: weekly domestic assistance, meal planning or companionship visits.
Classification 4 – High-frequency personal & domestic support
For those who need daily personal care and help to manage the household.
Examples: dressing, meal delivery and cleaning multiple times per week.
Classification 5 – Daily support with health monitoring
Combines practical assistance with health oversight from care professionals.
Examples: medication prompts, check-ins from nurses, mobility support.
Classification 6 – Comprehensive health & clinical care
For people with higher care needs requiring professional input.
Examples: clinical nursing, therapy services, equipment management.
Classification 7 – Intensive daily multidisciplinary care
Brings together clinical and allied health specialists for daily support.
Examples: wound care, ongoing rehabilitation and regular nursing visits.
Classification 8 – Highest classification & palliative support
For people with complex or end-of-life care needs who require comprehensive daily care.
Examples: palliative support, pain management, coordination with medical teams.
Funding, budgets & what the numbers mean for you
Quarterly vs. annual budgets
Funding under Support at Home is provided quarterly rather than weekly or fortnightly. This gives people more flexibility to plan their care spending.

These figures are current as of November 2025 and may be indexed annually. Each classification allows for different types and intensities of support services, from light domestic help to daily clinical care.
How unspent funds and rollover work
You can carry forward up to 10% or $1,000 (whichever is greater) of your unspent funds each quarter. This gives you flexibility for future needs, such as equipment or additional home modifications.
Comparing the old HCP system with the new scheme
The new home care package levels have been replaced by the Support at Home classifications. Instead of four package levels (1–4), there are now 8 levels, providing more precise support and reducing waitlist mismatches.

What is a Support at Home classification level, and how is it different from a Home Care Package?

How do I know which classification I’ll receive?
Your classification is determined by the government’s Single Assessment System. Holdsworth can help you prepare for your assessment and understand the results, but we don’t decide your level or funding.
Can I choose my own service provider?
Yes. You have complete freedom to choose who delivers your care and can switch providers at any time.

Are there exit fees if I switch providers?
No. Providers can’t charge exit fees under the new Support at Home program.
Do these levels affect my pension?
No. Your aged care classification doesn’t change your pension eligibility or payment rate.
Can the classification level change over time?
If your health or lifestyle needs change, you can request a reassessment through My Aged Care.
What happened to those already on a Home Care Package when the new Support at Home program began?
People who previously received a Home Care Package have now moved across to an equivalent Support at Home classification that reflects their existing support needs.
Their services continue under the new model, and funding now aligns with their individual classification and goals.
Do classification levels affect the services I can receive or the provider I must use?
No. Your classification level only determines your government funding amount, not which provider you must use. Within your budget, you can choose the services that best fit your goals, lifestyle and preferences.

You can use your budget for services that help you live independently, safely and comfortably at home. This may include:

Are there limits on how I can use my budget?
Yes. Your funding must be used for items or services linked to your care needs and agreed in your plan. It can’t be used for general household bills, entertainment or items that are not related to your health, safety or independence.
How much will I need to contribute?
Most of your support is funded by the Australian Government. Depending on your financial situation, you may contribute through a basic daily fee or an income-tested fee. The government sets annual and lifetime caps to make sure fees remain fair and affordable. Holdsworth can help you understand your contribution before services begin.
Is there an annual cap on what I pay?
Yes. The government applies annual limits to income-tested fees, which reset each year. Once you reach the cap, you don’t pay any more income-tested fees for the rest of that year. Your Care Partner can show you how this works and how it affects your budget.
How will I know how much funding I have?
Your provider will give you a regular statement showing your balance and spending. Holdsworth reviews this with you so you always know what’s available.
What happens if I don’t use all my funds?
You can carry over up to 10% or $1,000 of unspent funds each quarter, whichever is higher. These rollover funds can be used later for equipment or extra support as your needs change.
If you transitioned from a Home Care Package, any unspent funds may also be used for assistive technology and home modifications under the Support at Home program once approved.
